Scarlet Bouchard of Bakersfield was among the 93 high school students from across Missouri who participated in the Missouri Electric Cooperative CYCLE (Cooperative Youth Conference and Leadership Experience) program. The conference was held July 19-21, 2023, at the DoubleTree Hotel in Jefferson City. She was sponsored by Howell-Oregon Electric Cooperative.
CYCLE brings together some of the best and brightest young leaders from across Missouri. The focus is to help students learn about electric cooperatives and Missouri state government, and to teach leadership skills. The program includes nationally known speakers, tours of great Missouri museums, and a day at the state Capitol.
Scarlet participated in the debate of a bill the students brought to the House floor. They debated and amended the bill and learned the basic process of what a bill goes through before reaching the governor for his signature.
One of the activities was to "Build a Cooperative". Scarlet is pictured with one of her teammates explaining their thought process of the Coop they built.
