Billing Information and Payment Options

As a Howell-Oregon Electric Cooperative member, you have many options available to you to make paying your electric bill easy and hassle-free:

  • Have your bill paid automatically each month with the Automatic Bank Draft program
  • Pay through SmartHub Web on this website with a credit or debit card (Visa, MasterCard, or Discover)
  • Make a credit or debit card payment and manage your account with the SmartHub Mobile App
  • Mail check payment to our office at PO Box 649, West Plains, MO 65775
  • Pay By Phone 24 hours a day with a credit or debit card by calling (toll free) 1-855-385-9903. With this automated system you can:
    • Make a one-time payment
    • Save your card if you choose, and call each month to make payments without re-entering card details
    • Set up a card to be automatically charged for your bill each month, if you choose
  • Pay in person at our office from 8:00 AM to 4:30 PM Monday through Friday:
    • Pull up to the convenient drive-through window
    • Come in to the lobby and pay at the cashier counter
  • Pay in person at the following locations from the 1st of each month until the 10th:
    • West Plains Bank
    • West Plains Bank, Liberty Branch in Mountain View
    • Alton Bank
    • Birch Tree City Office
    • Eminence City Office


  • Membership & First Meter Deposit:
    • With a favorable utility credit reference: $60.00
    • Without a favorable reference: $250.00 minimum
  • Additional Meter Deposit:
    • With a favorable utility credit reference: no additional deposit required
    • Without a favorable reference: $250.00 minimum
  • Bills are payable and due by the 10th of each month. All bills not paid by the 10th will be assessed a $10.00 Late Fee.
  • Reminder notice will be sent after the 10th of each month.
  • On the 22nd of the month, unpaid bills are subject to service disconnection and the following:
    • A Collection Fee of $45.00 if disconnect processes have been initiated, payment is made to a collector, or electric service is disconnected;
    • If service is disconnected, payment for all kilowatt hours used on the meter is immediately due;
    • A Reconnect Fee of $95.00 to have service reconnected on a weekend, after hours, on a holiday, or same day as disconnected; if service is reconnected on a business day (other than the day of disconnection) between 8 a.m. and 4 p.m., the Reconnect Fee will be $45.00.
  • Returned check or card payment Fee: $15.00
  • Returned check or card payment Collection Fee: $50.00
  • Member Service Trouble Call: $45.00
  • Meter Check Fee (refundable if cooperative equipment is at fault): $45.00
  • Distributed Generation Dual Register Meter Upgrade: $100.00

On this website we accept credit card payments for electric bills, note payments, and other services that have been billed to a member. In the case of electric bill and note payments, these are non-returnable merchandise and thus non-refundable, unless a miscalculation has been made in the bill or the payment. Some other merchandise which would be billed is returnable, and refunds are available where appropriate. In all cases the items for which the payments are made are already in the possession of the member at the time payment is made. When a payment is made at the website, the payment will be posted to your cooperative account on the first business day following the payment.
